Glowing light blue, intended to be applied lightly for any icy accent. Similar to our "Ghost" shades (Jade Ghost, Sakura, etc), but with a boost from coordinating color rather than a transparent white base, and smaller particle size for more glow and less shimmer. Not lip-safe.
